The report, written by Aligarh Divisional Commissioner Chaitra V and Additional Director General of Police (Agra) Anupam Kulshreshtha, includes testimony from 128 witnesses, including the police officers assigned to the Satsang of Narayan Sakar Hari, also known as “Bhole Baba.” The report was submitted in to the state Home Department, and Chief Minister Adityanath is likely to evaluate it today.

Details are still pending, but according to certain accounts, the SIT stated that the self-proclaimed godman and his helpers could have stopped the catastrophe.

Earlier, the FIR registered in connection with the ‘satsang’ had said that the organisers of the ‘satsang’ sought permission for a gathering of 80,000-odd people, but a crowd of 2.5 lakh turned up Nine persons in all, including Devprakash Madhukar, the primary organizer of the July 2 event, have been taken into custody.

 Overcrowding main reason:

Since the stampede, the self-described godman Narayan Sakar Hari has been evading capture and has not been listed as an accused in the FIR. According to a statement released by his attorney, AP Singh, the pastor is willing to assist the investigators. Then the attorney hinted at a plot, saying that those who remained nameless had sprayed poison at the gathering, which caused the stampede.

Even though the evidence to date points to the organizers’ guilt, senior police official Anupam Kulshreshtha told news agency PTI last week that they have not ruled out the conspiracy theory.

The ‘godman’ was reportedly leaving when his followers raced to gather dust that his car’s tires had kicked up. This is when the stampede allegedly started. The subdivisional magistrate’s report states that when the godman’s private security guards began shoving his adherents, several of them fell and were run over. Many more ran over them and stumbled as they escaped into the wide field amid the mayhem.
